Je pense que ton interprétation est juste, car on peut trouver un exemple plus explicite dans le Silmarillion, quand Morgoth a capturé Huurin et l'enchaîne sur le Thangorodhrim :

Morgoth va donc faire parvenir à huurin des visions, identiques (je pense) à celles que tu cites. Bien sur, il s'agit là d'un Vala et d'un humain, non d'un Maia et d'un hobbit, mais ces races sont très proches (y a-t-il une diférence autre que le pouvoir entre un Vala et un Maia ?).
