Du pouvoir des anneaux elfiques.
Je pense que ce serait une erreur de restreindre les pouvoirs des anneaux elfiques à des pouvoirs qui se limiteraient aux éléments qui étaient associés à chacun.
Par ex, pour Narya, l'anneau de feu, le "feu" semble être surtout un symbole de courage, d'espoir:

For Círdan saw further and deeper than any other in Middle-earth, and he welcomed Mithrandir at the Grey Havens, knowing whence he came and whither he would return.
'Take this ring, Master,' he said, 'for your labours will be heavy; but it will support you in the weariness that you have taken upon yourself. For this is the Ring of Fire, and with it you may rekindle hearts in a world that grows chill. But as for me, my heart is with the Sea, and I will dwell by the grey shores until the last ship sails. Notons aussi que le pouvoir de Gandalf, généralement lié au feu, ne l'empêchait pas d'avoir agit sur l'eau pour y créer des formes de cavaliers.
De plus, même en supposant que chaque anneau elfique ne permettait qu'un certain contrôle sur l'élément associé, il ne faut pas oublier que leur pouvoir était principalement lié à la préservation, à la protection:

The Elves of Eregion made Three supremely beautiful and powerful rings, almost solely of their own imagination, and directed to the preservation of beauty: they did not confer invisibility.

Il est clair que la Lorien était protégée par un pouvoir similaire à l'anneau de Melian (mais moins efficace puisqu'il n'empêche nullement l'accès):

Three times Lórien had been assailed from Dol Guldur. but besides the valour of the elven people of that land. the power that dwelt there was too great for any to overcome, unless Sauron had come there himself.

Il est probable que ce pouvoir venait de son anneau si on conjugue ces informations avec ce qui est écrit dans les CLI:

It was at that time that she received Nenya, the White Ring, from Celebrimbor, and by its power the realm of Lórinand was strengthened and made beautiful;

Le pouvoir qui protégeait Rivendell pourrait venir de Vilya puisque Elrond disait que les anneaux elfiques étaient utilisés pour "conserver toutes choses sans souillure". Pourrait il provoquer une crue pour protéger Rivendell des Nazguls? (dont la présence n'allait elle pas profaner Fondcombe?)

Pour ceux qui voudrait absolument faire un lien rationnel l'effet entre l'air et la crue, on pourrait imaginer une puissante pression de l'air qui pousserait l'eau de la rivière.


Préversion
Dans les HoME figurent d'anciennes versions de LotR dans lesquelle la crue était provoquée par Gandalf (qui qualifiait cette magie de "guère difficile"). Par la suite, nous savons que Tolkien avait modifié le texte et attribué le contrôle de la rivière à Elrond.

'Did Elrond make the flood then?' asked Bingo.
'No, I did,'(4) said Gandalf. 'It is not very difficult magic, in a stream that comes down from the mountains. The sun has been fairly hot today. But I was surprised to find how well the river responded. The roar and rush was tremendous.'

note 4. 'No, I did' changed from 'Yes'. Cf. the original sketch of the story: 'Gandalf had sent the water down with Elrond's permission.'

Il me semble peu probable que Tolkien aurait modifié le texte en pensant qu'un barrage correspondrait plus à l'esprit merveilleux de LotR. Cette modification avait probablement plutôt pour volonté d'exemplifier différents pouvoirs qui résistaient à Sauron, une démonstration des pouvoirs elfiques liés à la nature.


Du pouvoir des elfes.
Le Silmarillion contient quelques exemples de pouvoir elfique proche de ce que nous qualifions de "magique":

Very fair she seemed to him, and he desired her; and he set his enchantments about her so that she could not find the ways out, but drew ever nearer to his dwelling in the depths of the wood.

By the arts of Felagund their own forms and faces were changed into the likeness of Orcs; and thus disguised they came far upon their northward road, and ventured into the western pass, between Ered Wethrin and the highlands of Taur-nu-Fuin.

Il semble clair que les elfes, en général, avaient des pouvoirs "magiques" (pour nous), des enchantements. Il est donc tout à fait possible, voire probable, qu'Elrond, descendant de Luthien qui plus est, soit aussi doué de pouvoirs indépdendants de son anneau. On peut aisément faire un parallèle entre le bouclier de Melian et le pouvoir qui protégeait Rivendell.


Contre argument au barrage
Enfin, je ne vais pas entrer dans les détails mais l'hypothèse d'un barrage soulève quelques questions:
La synchronisation de la crue était parfaite, on peut se demander comment une ouverture manuelle d'un hypothétique barrage pourrait être possible. Pour peu que le barrage soit loin du gué, il faudrait ouvrir celui ci AVANT même que Frodo arrive au gué, le temps que la vague arrive juste à temps pour intercepter les Nazguls. Je trouve que ce serait encore moins crédible qu'une intervention tout simplement "magique" d'Elrond pour contrôler la rivière.
Dernier point: même si certains trouvent qu'un barrage ne défigure pas le paysage, je pense que c'est absolument contraire à l'esprit écologique des elfes. De plus, je ne vois vraiment pas pourquoi les elfes feraient une construction pareille. L'eau est l'élément du vala Ulmo et faire un barrage équivaudrait à soumettre Ulmo.


Conclusion
En résumé:
- Il est fort possible qu'Elrond soit doté de pouvoirs "magiques" comme Finrod ou Eol, surtout compte tenu compte de son ascendance "divine".
- Les anneaux elfiques avaient des pouvoirs qui protégeaient la Lothlorien et Rivendell.

Pour ma part, que cette crue soit provoquée par un pouvoir inhérent à Elrond lui même ou à son anneau, je pense que cela n'a pas d'importance. Le sens général de ce point (qui est un détail) est que Rivendell était protégé par un pouvoir elfique, "surnaturel" à nos yeux.
A trop vouloir rationnaliser la mythologie de Tolkien (demi orc = OGM, contrôle de l'eau = barrage, bouclier de Melian = champ de force électromagnétique), on finit par détruire sa... magie.
